What Does "PANEL ARBITRATOR" Mean ??

With the number of grievances filed, and the number of staff members represented by the P.E.A., Article 3:3-4.5-1 of the collective bargaining agreement provides that "The parties agree to designate three (3) arbitrators from the Public Employment Relations Commission (PERC) who shall serve the parties in accordance with the terms of the Agreement."

Further, Article 3:3-4.5-2 requires that "the selected arbitrators serve the district on a rotating monthly basis for the term of their appointment." Currently the P.E.A. and District management are served by arbitrators Robert Glasson, Esq., Martin Scheinman, Esq, and Joel Weisblatt, Esq.
